The main mission of the institution "ZOOETHICS" is to ensure the mutual safety of man and the animal world and harmonious coexistence without oppression of anyone's interests.
The purpose of the "ZOOETHICS" structure is the formation of new principles of the ecological system of relations between man and the surrounding world.
1. Organizational and educational activities.

3. Participation in court (including administrative) proceedings, where representatives of the structure act as the plaintiff and represent the interests of animals as objects of environmental / zoo law.
4. Educational work with employees of third-party structures that are directly (police, local self-government bodies, veterinary services) or indirectly involved in the process of ensuring the welfare of animals.
5. Educational work with media representatives.
6. Educational work with the heads of educational institutions that educate the younger generation in moral values, a sense of responsibility, and empathy.
7. Maintenance of the Unified State Register of Animals (subject to personal data protection).
8. Work with the people in cities and rural areas.
9. Organization of emergency response services, consultations, visiting commissions,
10. Preparation, organization and control of the efficiency of the zoo inspection services, employees of the municipal "Centers for the Rehabilitation of Homeless Animals".
11. Organization of control, accounting, registration, identification of animals and scheduled veterinary examination once every 6 months (presence of necessary vaccinations and control of the general condition of animals) under the following conditions:
discounted services for the poor;
for the owners of former homeless pets - free of charge;
owners who have more than 5 animals for the purpose of breeding or in the form of a mini-shelter are required to register their activity, which is controlled by a special commission (veterinarian, sanitary substation, zoo inspector) at the place where the animals are located;
in the case of the death of an animal, the guardian is obliged to notify the animal inspector about the death within 24 hours, followed by the provision of a death certificate issued by a veterinarian within 7 days;
in case of disappearance of the animal - a copy of the report on disappearance to the police.
12. Organization of control to check the certificates of the pet owner for the right to keep a pet.
13. Development of effective teaching methods and training programs for courses by animal species and according to the purpose of their acquisition. After completing the required course, the participant can receive the following certificates:
a certificate for the right to keep a pet;
a certificate for the right to keep certain breeds of dogs;
a certificate for the right to keep a kennel;
a certificate for the right to keep more than 5 animals (collection of funds for maintenance is prohibited, each person who has access to animals, cares for them, contacts them more often than once every 2 weeks must have a certificate);
certificate for the right to keep wild animals in captivity (emergency cases, commercial activity is prohibited)
certificate for the right to keep farm animals;
Data on obtaining or withdrawing of a license in the case of a gross violation of animal handling rules are stored in a single database.
Owners who purchased animals before this regulatory act came into effect must attend the course and obtain the above-mentioned certificates free of charge. The form of passing the course is approved by the animal inspector for each specific situation separately.
Owners who expressed a desire to take an animal from the shelter and paid a compensation fee for it (minimum amount for the first 12 months after the law was issued) will be able to attend these courses for free. The certificate has a special mark and is valid only for animals from the shelter.
In case of cruelty to an animal, found by a special commission, the owner is deprived of the certificate without the right to re-certification.
A person who wishes to purchase an animal must provide a certificate from a doctor about the state of mental health (for some of the categories of courses - also a certificate about physical health).
14. Control over the completeness and timeliness of tax payment. It is assumed that the law on the payment of taxes on the maintenance of pets will apply only to the owners:
who keep unneutered animals. Pet sterilization is carried out free of charge for the owners of animals found on the street, as well as for those who lived with the owner before this law was established;
who purchased animals after the law came into force. A significant differentiation will be made in the amount of tax for owners of unneutered animals and sterilized ones - in favor of the owners of the latter.
Owners who took animals from shelters or from the street (with the relevant certificate from the police) are exempt from taxes.
15. Development, implementation and support of a new, relevant direction in education related to zoological and environmental law.
